Generation 10 - Regulation, Relevance, and the Steady State

In 1975, university enrollment was higher than 11 million students.  Student enrollment stopped growing for the first time ever.
 
In 1972, Title IX (Amendments to the Higher Education Act) provided student aid on the basis of need.  Federal Pell Grants were created and gave support to students who had the most need.  This amendment also extended government''s regulation over higher education.
 
During this period, higher education becomes recognized as being necessary for obtaining the skills one needs to function properly in the workplace.
